[ARCHIVED] City OKs agreement for airport fixed-base operator

City Council voted Tuesday night to approve an agreement leasing airport facilities at the Danville Regional Airport to General Aviation Inc. and Averett University to provide fixed-base operator services.

The initial term of this agreement is with General Aviation for a period ending on June 30, 2021.

On July 1, 2021, the agreement will be exclusively between the City of Danville and Averett University. This agreement will continue through Dec. 31, 2024, unless earlier terminated under the provisions of the lease agreement.

The fixed-base operator will have an option, by mutual agreement, to renew this agreement for an additional three periods of five years each upon the terms and conditions of the lease.

The initial lease fee for rental facilities will be $1,500 per month, and the fuel flow fee will be $.08 per gallon.

The City of Danville owns Danville Regional Airport, but it contracts with an operator to handle services such as fuel sales, aircraft maintenance, and flight instruction. General Aviation is the current fixed-base operator and has served in that capacity for many years. Averett provides flight training at the airport through its aviation program.

In other matters, City Council voted to:

  • Deny a special use permit for commercial indoor recreation at 110 Riverpointe Drive. The permit, if granted, would have allowed Queen of Virginia Skill & Entertainment to have indoor gaming at the site.
  • Adopt a resolution approving an agreement leasing 52 spaces at Newton’s Landing in the River District. Bridge Street Lofts LLC requested the lease to accommodate the residential tenants at 401 Bridge St.
  • Adopt two resolutions authorizing the city manager to submit enterprise zone applications to the Virginia Department of Housing and Community Development.
  • Adopt a resolution authorizing a site partnership license with the Westmoreland Neighborhood Association for community activities. A public hearing will precede the vote.

In addition to these votes, City Council held first readings on three grants from the Virginia Department of Motor Vehicles. A first reading is an introductory step required by City code before certain matters can be voted upon by City Council. This step serves to provide public notice of pending action. The earliest votes that can take place will be the Nov. 19 City Council meeting.

These matters were considered during the City Council’s business session.

Following the close of the business session, City Council met in a work session. In work sessions, Council reviews non-routine matters that will be voted upon in future business meetings.

During last night’s work session, City Council heard a presentation on the capital needs of the Danville public schools.

Also, last night, the City Council held a closed meeting as allowed by state law to discuss a prospective business or industry related to economic development and to discuss the acquisition of real property or disposition of publicly held real property.
